According to the version of the document (Reg.No.5515) adopted as a basis by the Verkhovna Rada on June 20, 2012, it is suggested set the status of the individuals deported on the grounds of their nationality and determine the authorities of the state power bodies and local self-government bodies in the sphere of rights restoration.
The document contains a provision according to which deported person is the one who has acquired the citizenship of Ukraine and belongs to:
persons from among the Crimean Tatar people and national minorities (citizens of the former Soviet Union) that in the period of 1941 - 1944 were forcibly resettled from the permanent places of residence on the grounds of nationality to special settlements in accordance with the decision of former USSR authorities or the union republics;
persons (citizens of the former Soviet Union) forcibly ordered to the places of special settlements to the members of their families after military service, return from the evacuation, compulsory labor, or punishment, etc.
persons (citizens of the former Soviet Union) that at the moment of deportation in 1941 - 1944 were outside permanent places of residence (on military service, compulsory labor, or in prisons, etc.) but who later on suffered from restriction of rights and freedoms on grounds of nationality;
persons born to the deported families before their return to the places of permanent residence.
The bill determines the mechanism of acquiring the status of deportees, state guarantees to the deportees and the members of their families who returned to Ukraine for permanent residence, etc.
The document suggests fixing the powers of executive authorities and local self-government in the sphere of restoration of rights of citizens deported on the grounds of nationality
